Westboro Police Chief Todd Minardi is on administrative leave after Shrewsbury Police found him asleep in his car in the parking lot of Star Liquor on Route 9. The incident occurred just after noon on Friday, October 23. Minardi has been out of the chief’s office since the call.
Shrewsbury Police dispatch records show officers arrived at the store for a well-being check. The detail notes a man was sleeping in a motor vehicle since the day before. A UMass EMS staffer and four police officers, including a lieutenant, responded to the scene at 12:25 p.m. Minardi was transported to UMass Medical Center for care. His vehicle remained parked in the lot.
Westboro Town officials said the town is investigating the matter with an outside investigator. Deputy Police Chief Steve Tompkins has assumed command of the department. The town did not specify a timeline for the investigation to conclude.
The Shrewsbury booking log for that day does not list an arrest. The incident report describes the action taken simply as “Report Taken.” Parts of the report are redacted, hiding specific details about Minardi’s condition. The make and model of the vehicle are left blank in the document.
Star Liquor is located in the same plaza as a Scrub-a-Dub car wash along Route 9. Neighboring police handled the call because the store sits just outside Westboro’s borders. No charges have been filed as of Sunday.
