Volodymyr Zelenskyy announced on Sunday that Ukraine, the United States, and Russia will hold a trilateral meeting in November. The session aims to restart peace negotiations that have stalled. The Ukrainian president stated in an interview that his government is ready to engage in talks. He specified that territorial disputes must be handled at the leadership level, while technical groups will address other matters.

Zelenskyy reiterated his demand for a direct meeting with Vladimir Putin. The Ukrainian leader believes Putin is the sole Russian official capable of making the final decisions needed to end the war. Kyiv intends to keep the scope of the November discussions limited. The president confirmed that Ukraine will not negotiate caps on its armed forces or accept enforced postwar neutrality during these talks.

The diplomatic push comes amid renewed pressure on Ukraine’s energy and defense infrastructure. Zelenskyy reported that US warnings regarding imminent Russian ballistic missile strikes have been fully restored. He noted that SpaceX’s Starshield satellite internet service has functioned at speeds of up to 420 kilometers per hour since Saturday morning. This restoration followed a meeting between Zelenskyy and US special envoy Steve Witkoff in Oslo. The service had been throttled earlier in October due to diplomatic pressure from Washington.

Washington has urged Kyiv to pause its strikes on Russian oil refineries, arguing that the attacks drive up global energy prices. Zelenskyy maintained that Ukraine will only halt those strikes under specific conditions. He listed three options: Moscow stops targeting Ukrainian power infrastructure, the US allows Ukraine to use Starshield over Russian territory to detect ballistic missile launches, or the US provides additional Patriot missile systems to Kyiv.

On the battlefield, Russian forces intensified their aerial campaign over the past week. Zelenskyy said Russia launched approximately 1,600 guided bombs, 48 missiles, and nearly 2,300 strike drones at Ukraine. The Ukrainian president called on Western allies to accelerate deliveries of interceptor missiles. The Russian defense ministry reported that its drones struck two cargo vessels heading to the Black Sea ports of Chornomorsk and Odesa. Officials claimed the ships were supplying the Ukrainian army. Russian forces also hit a logistics center, a distribution center, and a logistics terminal in Kharkiv overnight.

In a separate incident, a Ukrainian drone attack on the Russian border city of Belgorod killed three people and injured 13, according to local authorities. A subsequent strike later in the day killed one additional person. Regional governor Alexander Shuvayev stated that the overnight attack damaged 30 apartment buildings in the city.

The diplomatic timeline coincides with a pivotal election in Bulgaria. The presidential vote concluded inconclusively on Sunday, setting up a runoff between incumbent Iliana Yotova and opposition candidate Andrey Gyurov. Yotova supports dialogue with Russia and opposes military aid to Ukraine, while Gyurov favors firm support for Kyiv. The vote took place against a backdrop of security concerns following recent drone attacks on ships in the Black Sea.

The next scheduled milestone is the November trilateral summit. Until then, both sides continue to trade blows along the front line and in the Black Sea region. Zelenskyy’s announcement marks the first concrete date set for high-level engagement since the initial rounds of negotiation broke down.
